This isn't just speculation, a recent article in Forbes even took notice of government's war on lemonade stands in an article entitled "The Inexplicable War on Lemonade Stands".
Around the country, children with the grand idea of raising money for such things as attending a water park are being violated by local police and told to apply for permits that range from $150 to $50 a day, additional penalties of $500+ for their parents... and that's just the beginning... God forbid they look into OSHA, the EPA, the USDA, or the myriad of other alphabet soup federal agencies and local government departments that parasite off business these days. Insurance requirements, lease agreements, banking and income reporting requirements, etc... To actually open a lemonade stand legally in the United States today is so complicated, it's not worth the effort... it's no wonder it's $5 a cup for coffee... most of it is necessary to meet the needs of the modern mafia people refer to as "the government".
If I was theoretically advising some children on opening a lemonade stand in the USSA today, what I would suggest is, first give the lemonade away free... then come up with a non-for profit cause, preferably something that pulls on the heart-strings of the average person... then, when the 'donation' money is collected, itemize all the expenses away until one breaks even. Much like the NFL does for it's "not for profit" status. Here's a little girl who, who did open a lemonade stand... and gives it away for free, probably is sincere, but might just be that savvy.
Honestly, I tend to believe that character is much more important than making a profit. But when you're dealing with the mafia I would suggest lying and deceit is acceptable. If lying to the government is a problem for you, I would suggest another option, one that many American's ancestors made when they came to North America and that is to leave oppression behind and head somewhere where freedom and liberty is available. Places like... and one may be surprised... Vietnam, Cambodia, China where one can start a business as simply as putting up a sign and declaring... "I'm selling lemonade! Would you like a cup?"
The ease of doing business in places like Hong Kong should be a wake up call to Americans of the toll the oppression of the current system is on their backs each day.
